I wonder how useful a government specified definition of a technology really is, and whether that is prescriptive of the ideal case or just descriptive of the current environment. A standard way of analysing cloud vendors is useful for new adopters of cloud technologies but it may be better coming from the industry itself rather than from an analyst or government organisation, particularly when the technology is still young.
